A set of By-laws and a Declaration of Covenants, Conditions , and Restrictions dictate how the "HOA" should be governed and how the community should operate. If ou were not given copies of these documents at your closing, they can be found under the "Documents" tab on the site Homepage. Homeowners should also be familiar with the Blackthorne Estates Community Wide Standards For Property Maintenence- Rules and Regulations document  found here.        Several items below come from this document.       

HOA dues amounts for the following year are sent by email to all members in November of each year after the next year’s budgets are calculated.  Yearly budgets can be viewed in the HOA Meeting Minutes available in the private homeowners area of this site.

The dues are billed annually for Single Family homes on January 1, and semi-annually for both Carriage and Manor/Townhomes on January 1 and July 1.  The dues  are payable within 30 days of the billing dates. Questions should be directed to our bookkeeper Maria Fabri- hoasec@blackthornehoa.com

Our community also has guidelines in addition to Penn Traffords regulations. Trash cans must be hidden from view on your property. On pickup day, place cans at the end of your driveway- not in the street.    

 

Homeowners in the Manor/Townhomes areas and in the Carriage Homes areas receive lawn care service paid for by your HOA dues. Our current contractor is Cutting Edge Lawn Service. Grass cutting, trimming, fertilizing, weed control, and leaf clean-up are including. The community volunteer liasion is KEN MAHONEY- wmpd215@yahoo.com 412-508-5377. Ken answers all question and addresses concerns.

Homeowners in the Manor/Townhomes areas and in the Carriage Home areas receive snow removal service paid for by your HOA dues. We are currently contracted with Cutting Edge Lawn Service for snow removal. Snow will be removed when it is a minimum of 2" deep. The provider will not begin removal until snow has ceased coming down. Blackthorne Estates follows the Penn Township ordinances below with regard to animals. Other than the outlined restrictions set by the Township we ask that you respect your neighbors property and practice responsible pet ownership.

Restraint required; exceptions.

(1) 
No person being the owner or having custody and control of any dog or animal of the dog kind shall permit the same to be upon any street, public park,
public place, or upon any other private land, except that of the property owner or on private land owned by another with the express consent of the
property owner, without being effectively restrained from moving by a chain or leash not exceeding eight feet in length; or other means of restraint
not harmful or injurious to the dog and under the control of a responsible person capable of physically restraining the dog.
 
 

 

 

 

 

Cars are to be garaged and not left out in the driveways. Garage door should be closed unless garage necessary to be left open. If you have a third vehicle that is used daily, it may be parked in your driveway. These directives help maintain the overall well kept appearance of the neighhborhood.

Vehicles should not be parked on the street overnight or as a general rule.  This is especially true in the winter time as snow plows will not be able to clean the streets.

USE OF THE GOLF COURSE: THE GOLF COURSE IS CURRENTLY CLOSED.  THIS PROPERTY IS PRIVATE--NO TRESPASSING UNTIL FURTHER NOTICE.

 

 

Blackthorne Estates Covenants state that the architectural committee/ developer must approve most exterior home projects including building a swing set trampoline, or basketball hoop, adding a deck or patio, installing a fence, putting in a pool or hot tub, large scale landscaping plans, new driveway, awnings, built in  barbecues, etc.  Basically any project that will change the outer appearance of your property . Shed building/installation requires approval as well. Please use the application found under the "Documents" tab on the homepage, and follow the approval process.
